Requirements

What Is Zero-Training AI™?

Our Zero-Training AI™ represents the Dimensions, Relationships, and Constraints within an N-Dimensional Space I call Decision Space™.
I then endow Decision Space™ with an N-dimensional Riemannian geometry by defining a metric tensor gij on the tangent space at every point. Its local tangent spaces represent permissible infinitesimal changes, while the metric determines the manifold’s geodesics, Christoffel symbols, Levi-Civita connection, and curvature tensors. The metric tensor mathematically describes the changing relationships and decision costs among dimensions, while the manifold’s curvature represents how constraints deform the available decision paths.

Each potential decision becomes a trajectory across this curved geometry. Using covariant derivatives, geodesic equations, stationary-action principles, Lagrange multipliers, and constrained optimization, the system calculates a candidate path that satisfies the objective while remaining within the feasible and safe region of Decision Space™. The candidate is accepted as a valid minimum only after satisfying the Riemannian Karush–Kuhn–Tucker conditions and the second-order sufficient optimality condition. This requires the constrained Riemannian Hessian of the Lagrangian to be positive definite over the feasible critical directions, establishing a Morse index of zero and confirming that the solution is a strict local minimum—not a maximum or saddle point. Where geodesic convexity can also be established, the solution is certified as a global minimum. As conditions change, the manifold’s metric, curvature, and constraint boundaries change, causing the trajectory and its minimum certificate to be recalculated directly from the new conditions—without training data, pattern matching, or probabilistic guessing. The result is an explainable decision whose dimensions, relationships, constraints, geometric trajectory, optimality conditions, and final authorization can all be inspected and independently verified.

AiMedPolicy™ applies this technology to medical-policy and healthcare-quality evaluation, converting complex clinical requirements and patient data into fast, consistent, auditable decisions. It identifies compliant patients, exclusions, missing evidence, and actionable care gaps while producing a transparent Decision Certificate™ for every result—creating a scalable platform for reducing administrative costs, improving quality performance, and supporting better patient outcomes.

Application Views & Tester Controls

This section inventories every Razor view included in the application source and explains what testers should expect from every visible button and dropdown. An active page has a matching controller route in the current application. A source-only view is retained in the project but is not currently returned by a controller action. A supporting view is a layout, partial, or Razor setup file used by other pages and is not opened directly.

Tester rule: perform clinical workflow testing on active pages. Do not report a source-only or supporting view as an inaccessible screen unless the release specification says that it must have its own route.

Global navigation and shared user-interface views

Views/Shared/_Layout.cshtml — Main application shell

What it does: Wraps the active desktop pages with the application header, navigation, global JavaScript and CSS, authorization modal, theme support, and footer.

What it does: Displays an unhandled-request message, request identifier, and development-mode guidance when enabled. Buttons/dropdowns: none.

Views/Shared/_LayoutMobile.cshtml — Legacy mobile/manual shell

What it does: Supplies a mobile navigation shell for an older manual structure. The Menu toggle expands or collapses the menu; its section links jump to named manual anchors; License opens the License view in a new tab. This is a supporting layout and is not a standalone page.

Views/Shared/_ManualLayout.cshtml — Manual support layout

What it does: Supplies shared HTML, styles, scripts, analytics, and footer behavior for manual content. Buttons/dropdowns: none in the layout itself. This is not opened directly.

Data import views

Views/DataImport/Index.cshtml — Flattened FHIR CSV Import

What it does: Uses the desktop application's native file picker to stage a flattened FHIR CSV, normalize the staged rows into clinical resources, and review recent imports.

Views/DataImport/Index2.cshtml — Legacy import variant 2

What it does: Retains an earlier source-code version of the flattened CSV import page. It has Source code, Source name, and the same three-choice Duplicate policy dropdown; Select CSV file, Start import, Cancel import, and Refresh have their corresponding staging functions. This source-only view has no current DataImportController route and should not be used for normal release testing.

Views/DataImport/Index3.cshtml — Legacy import variant 3

What it does: Retains another earlier import-page implementation. Its source fields, Duplicate policy dropdown, Select CSV file, Start import, Cancel import, and Refresh controls have the same meanings as Index2. It is source-only and not currently routed.

Views/DataImport/Index_good.cshtml — Legacy reference import view

What it does: Preserves a prior reference version of the import interface. Its source fields, Duplicate policy dropdown, Select CSV file, Start import, Cancel import, and Refresh controls operate as named in that legacy implementation. It is source-only and not currently routed.

Medical-policy administration views

Views/MedicalPolicies/Index.cshtml — Medical Policies

What it does: Lets authorized administrators enable policies, set decision weights, filter the catalog, and open dimension configuration.

What it does: Presents the product overview and explains deterministic Zero-Training AI medical-policy analysis. Buttons/dropdowns: none in the page body; navigation comes from the main layout.

Views/Home/Privacy.cshtml — Privacy Policy

What it does: Displays the application's privacy terms, data use, security, retention, and rights information. Buttons/dropdowns: none.

Views/Home/Cookies.cshtml — Cookies notice

What it does: Explains cookie use and includes a contact us link. Buttons/dropdowns: none. This source view has no current HomeController action, so it is not a normal active route in this source snapshot.

Views/Home/License.cshtml — License terms

What it does: Displays the software license content. Buttons/dropdowns: none. It is present in source but has no current HomeController action.

Application Overview

AiMedPolicy™ helps authorized healthcare personnel evaluate patients against configured medical policies and quality measures. It identifies the applicable result, explains why that result was reached, shows any action requiring attention, and creates a Decision Certificate™ for review.

Main tasks

  • Select a medical policy and measurement year.
  • Run an evaluation using the information currently available to the application.
  • Review totals for PASS, FAIL, UNKNOWN, EXCLUDED, and NOT ELIGIBLE results.
  • Open the list of patients requiring action.
  • Review the exact finding, matched dimension, clinical value, date, and recommended action.
  • Open a Decision Certificate for a complete explanation of an individual result.
  • Search, filter, sort, page through, and export authorized worklists and reports.
Start here:
Most users begin on the Evaluations screen. Administrators use the configuration screens to control policies, dimensions, rules, and safety boundaries.

User and Administrator Roles

Role What the role can do
User Run evaluations, review results, use worklists, open certificates, search and filter patients, and create authorized reports.
Administrator Perform all User functions and configure policies, dimensions, relationships, rules, constraints, safety boundaries, users, and application settings.

Administrative controls are shown only after the user has been authorized for that role. Configuration changes affect future evaluations. They do not rewrite completed results.

Evaluations Screen

The Evaluations screen is the main work area. It is divided into policy selection, evaluation controls, latest-run information, result totals, and patients requiring action.

Select the evaluation

  1. Open Evaluations.
  2. Select a Medical Policy from the list.
  3. Select the Measurement Year.
  4. Read the policy name and description to confirm that the correct measure is selected.
  5. Review any readiness message shown above the evaluation button.

Latest evaluation

When a completed evaluation exists, the screen shows its completion time, policy, measurement year, total patients, and status totals. Select View Results to open the full patient list for that run.

Before running:
Confirm the policy and measurement year. The selected policy version and year control every patient decision created by the run.

Run an Evaluation

  1. Open Evaluations.
  2. Select the medical policy.
  3. Select the measurement year.
  4. Review the readiness summary and resolve any blocking message.
  5. Select Run Using Current Data.
  6. Leave the screen open while the progress indicator is active.
  7. When the run is complete, review the status totals.
  8. Select View Results to open the patient results.

Run states

State Meaning
QueuedThe evaluation has been accepted and is waiting to start.
RunningThe application is evaluating patients against the selected policy.
CompletedResults, worklists, and certificates are available.
Completed with WarningsThe run finished, but one or more items require review.
FailedThe run stopped before completion. Open the error details or contact an administrator.
CancelledAn authorized user stopped the run before completion.

Each run is retained separately. Running the same policy again creates a new evaluation and does not change the earlier run.

Understanding Results

Status Meaning What the user should do
PASS The available evidence satisfies the configured measure. Review the supporting evidence when approval or audit is required.
FAIL The patient is eligible, but a required condition was not satisfied. Open the result and review the exact failed requirement and action.
UNKNOWN The available evidence is insufficient to support PASS or FAIL. Review the missing or unusable requirement shown by the application.
EXCLUDED A qualifying exclusion applies under the selected policy. Confirm the exclusion and the evidence supporting it.
NOT ELIGIBLE The patient does not meet the eligible-population requirements. Review the eligibility explanation if the result is unexpected.

Results summary

The summary shows the total number of evaluated patients and the number in each status. Select a status total to focus on that group, or select All to return to the complete list.

Important:
UNKNOWN is not FAIL. It means the application does not have enough usable evidence to certify either PASS or FAIL.

Review a Patient

  1. Open Results or Patients Requiring Action.
  2. Find the patient by identifier, status, policy, or displayed action.
  3. Select Open.
  4. Confirm the patient identifier, policy, and measurement year.
  5. Read the final status and exact finding.
  6. Review the matched dimension, clinical value, unit, and date.
  7. Read the required action, if one is displayed.
  8. Open the Decision Certificate when a complete explanation is needed.

  • Patient identifier.
  • Policy code, policy name, and measurement year.
  • Final status.
  • Exact finding and required action.
  • Matched policy dimension.
  • Observed clinical value, unit, and date when applicable.
  • Rules, relationships, exclusions, or boundaries that affected the result.

Use Return to Results to preserve the current search and filter selections when returning to the patient list.

Decision Certificates™

A Decision Certificate explains how the application reached one patient result. Open it from the patient review screen or by selecting the certificate control on a result row.

Open and review a certificate

  1. Open the patient result.
  2. Select Open Decision Certificate.
  3. Verify the patient, policy, year, run identifier, and completion time.
  4. Review the final status and exact finding.
  5. Review each dimension and the condition it satisfied or failed.
  6. Review relationships, rules, exclusions, constraints, and safety boundaries.
  7. Review any missing information or reason the result was classified as UNKNOWN.
  8. Use Print or an authorized export control when a copy is required.

Do not edit a completed certificate.
If authorized information or policy configuration changes, run a new evaluation. The new certificate will show the new result while the earlier certificate remains available.

Worklists

The Patients Requiring Action worklist brings together patients whose results require review, testing, documentation, or follow-up.

Use the worklist

  1. Open Evaluations and locate Patients Requiring Action, or open the dedicated worklist.
  2. Select the policy and measurement year you want to review.
  3. Use the status filter to display FAIL, UNKNOWN, or another required status.
  4. Sort the list by patient, status, action, finding, dimension, value, or date.
  5. Select Open to review an individual patient.
  6. Complete the authorized follow-up process used by your organization.
  7. Run a later evaluation when the patient should be evaluated again.

Search, Filters, Sorting, and Paging

Search

  1. Place the cursor in the Search box.
  2. Enter the patient identifier or other searchable value.
  3. Select Search or press Enter.
  4. Clear the search box and select Search again to restore the full list.

Filter

  1. Select a status, policy, year, action, or other available filter.
  2. Select Apply when the screen provides an Apply button.
  3. Review the displayed result count to confirm that the filter is active.
  4. Select Clear Filters to return to the complete list.

Sort and page

  • Select a column heading to sort by that column.
  • Select the same heading again to reverse the sort order.
  • Use Previous, Next, or a page number to move through the list.
  • Use the page-size selector, when available, to change the number of rows displayed.
  • Searches, filters, and sorting change only the display; they do not change patient decisions.

Medical Policies

Only an authorized Administrator should change a policy. Routine users should review policies but should not alter the configuration used for operational evaluations.

Enable or disable a policy

  1. Open Administration > Medical Policies.
  2. Find the policy by code, name, category, or measurement year.
  3. Select the policy to open its settings.
  4. Set Enabled to Yes or No.
  5. Select Save.
  6. Read the confirmation message before leaving the screen.

Add or edit a policy

  1. Select Add Policy, or open an existing policy and select Edit.
  2. Enter or verify the policy code, name, category, year, description, and decision weight.
  3. Define eligibility, exclusions, success requirements, and required actions.
  4. Configure the policy dimensions.
  5. Configure relationships, rules, constraints, and safety boundaries.
  6. Select Validate and correct every blocking message.
  7. Select Save.
  8. Test the policy before enabling it for operational use.

Saving a revised policy creates a new configuration for future runs. Completed runs continue to display the version that was active when they were executed.

Dimensions

A dimension is one condition, measurement, date, code, fact, or calculated value used by a medical policy.

Configure a dimension

  1. Open Administration > Medical Policies.
  2. Open the policy you want to configure.
  3. Select Dimensions.
  4. Select Add Dimension or open an existing dimension.
  5. Enter the dimension name and description.
  6. Select the value type and comparison method.
  7. Enter the threshold, allowable range, unit, weight, and required action as applicable.
  8. Set whether the dimension is required and whether missing evidence should produce UNKNOWN.
  9. Select Save.
  10. Select Validate Policy after all dimensions are configured.
Setting Purpose

Rules, Relationships, Constraints, and Safety Boundaries

Add or edit a rule

  1. Open the medical policy.
  2. Select Rules.
  3. Select Add Rule or open an existing rule.
  4. Select the dimensions used by the rule.
  5. Choose the logical relationship, such as AND, OR, NOT, sequence, or dependency.
  6. Enter the condition and the result produced when the condition is true.
  7. Add the rule to the appropriate eligibility, exclusion, success, failure, or review group.
  8. Select Save.

Configure a safety boundary

  1. Open the policy and select Safety Boundaries.
  2. Select Add Boundary.
  3. Enter the condition that requires a stop, veto, or human review.
  4. Select the action the application must take when the boundary is reached.
  5. Enter the explanation that will be displayed to the user.
  6. Select Save, then validate the policy.
Test before activation:
Administrators should test expected PASS, FAIL, UNKNOWN, EXCLUDED, and NOT ELIGIBLE examples and confirm that every safety boundary behaves as intended.

Administration

Open Administration to manage controls that affect the operation of AiMedPolicy. These controls are restricted to authorized Administrators.

  • Users and Roles: authorize users and assign the appropriate role.
  • Medical Policies: add, edit, enable, disable, validate, and version policies.
  • Dimensions: configure the conditions evaluated by each policy.
  • Rules: configure eligibility, exclusions, dependencies, and decision logic.
  • Constraints: configure hard limits that a decision cannot violate.
  • Safety Boundaries: configure conditions that stop certification or require human review.
  • Application Settings: manage approved organization, display, and operational settings.
  • Run History: review completed, failed, cancelled, and warning-status evaluations.
  • Policy Versions: review the configuration used by current and historical evaluations.
  • Activity History: review authorized administrative actions.

  1. Review the policy and measurement year.
  2. Verify all required dimensions.
  3. Verify relationships, rules, constraints, exclusions, and safety boundaries.
  4. Select Validate Policy.
  5. Correct every error and review every warning.
  6. Run controlled test cases.
  7. Enable the approved policy.
  8. Review the first completed evaluation before routine use.

Reports and Exports

Create a report

  1. Open Reports.
  2. Select the report type.
  3. Select the medical policy and measurement year.
  4. Select the evaluation run.
  5. Choose any status, date, action, or patient filters.
  6. Select Preview.
  7. Confirm the totals and displayed fields.
  8. Select an authorized print or export option.

AiMedPolicy is medical-policy and quality-measure decision-support software. It does not independently diagnose a patient, prescribe treatment, replace professional judgment, or guarantee that the information available to it is complete.

  • Authorized clinical and quality personnel must review results before taking action.
  • Only approved policy versions and measurement years should be used for operational evaluations.
  • UNKNOWN must not be treated automatically as FAIL.
  • PASS means the configured measure was satisfied; it does not describe the patient's complete health status.
  • EXCLUDED and NOT ELIGIBLE results should be reviewed when they are unexpected.
  • Configuration changes should be validated and tested before operational use.
  • Completed certificates should remain unchanged; a later evaluation should document any new result.
  • All actions must follow the organization's clinical, legal, privacy, security, and regulatory requirements.
Final responsibility remains human.
AiMedPolicy shows what was evaluated and why a result was produced. Authorized personnel remain responsible for reviewing the result and approving any clinical or operational action.
